A driveway that meets Highway 101 at beach level
Westley Road is a District of Sechelt local street in Davis Bay that meets Highway 101 directly rather than being reached through another side street. The BC Transit Route 1 stop here is marked Hwy 101 and Westley Rd. Along this part of the bay the highway runs at beach level, with the pier and the seawalk on its seaward edge and no dwellings between the carriageway and the water. Everything residential sits on the landward side. A driveway here opens onto a provincial highway that takes spray, salt and driftwood in a west or southeast wind.
The closure of 13 January 2021 was measured to this street
On that date wind combined with a high tide and Highway 101 was shut between Davis Bay Road and Westley Road. Winds in Howe Sound were recorded at 74 kilometres an hour. It was the first occasion on which waves got over the District's floodgates. When the road is shut, an address inside the named section is reachable only from whichever end stays open, and an owner who is not on the Coast has no way of knowing which end that is. The seawall behind the closure was built in late 1999 and carries 48 planters that work as gates, with the gaps closable in about an hour. The District's 2025 budget lists remediation of that wall as Priority 1: Critical and describes it as being undermined by water and wave action.
What the shoreline record shows
The October 2016 storm arrived on a 4.6 metre tide and pushed waves over the seawalk. On 14 December 2024 extreme wind on king tides washed boats onto Sechelt beaches and set others adrift, moved kayaks left up the beach beyond the usual reach of the sea, and carried picnic tables off into the water. Environment Canada's assessment afterwards was that the wind peaked at 11 a.m. and high tide came at 2 p.m., and that had the two coincided the surge would have been another 20 centimetres. A letter in January 2025 reported more and more floating logs and debris washing up, and during 2025 the District cleared large driftwood and sand off the Davis Bay accessible ramp. Tide height alone does not decide it. The December 2021 tides matched the ones that did damage a month later, and nothing happened, because no wind stood behind them.
Power has gone out here for more than four days
In November 2022 roughly 9,000 Sunshine Coast customers lost supply, some of them for more than four days, and drought-stressed trees came out of the ground root and all. In November 2024 BC Hydro named Sechelt among the hardest hit areas of a windstorm, and a restoration contractor counted about 20 tree impacts on buildings across the Coast inside 24 hours. Four days without power in February empties a freezer and, in a house left heated and empty, removes the only thing holding the pipes above freezing.
Who owns which pipe, and who clears the snow
Water on this street is a regional district service drawn from the Chapman system, not a District of Sechelt one, and Davis Bay fell into Phase 3 of the universal meter programme. Sanitary sewer, storm sewer and the roadside ditches belong to the District, which keeps upwards of 50 kilometres of open ditch alongside more than 50 kilometres of sanitary main and over 20 kilometres of storm main, the oldest parts from the 1960s. Sewer does not reach every property: about 6,000 residents are connected out of a district population of 10,847, and the service area created for the recent extension is defined by the highway frontage between Nestman Road and Selma Park Road, where existing houses were offered an optional connection at $5,000 to $25,000 each. Snow clearing here is third priority work.
One fire hall answers for eight communities
The fire department works from one station only, at 5525 Trail Avenue, covering approximately 12,000 residents across 4,830 hectares in eight communities, plus about 1,300 on shíshálh Nation land. There is no satellite hall in Davis Bay. From the Davis Bay wharf the hall is 4.6 kilometres and seven minutes away, the hospital 3.8 kilometres and five minutes. Of 5,738 private dwellings in the District, 610 had nobody living in them on census day.

Most household policies make an empty house conditional on attendance by a competent person on a fixed cycle once the heating season begins, in many wordings at gaps of four days or fewer, or on the water being shut off and the plumbing drained.
