A highway junction on an undrawn boundary

Nestman Road leaves Highway 101 inside the District of Sechelt, above the shore, on the ground where Davis Bay and Selma Park meet. Route 1 of the BC Transit system calls at Hwy 101 and Nestman Rd, between the Snodgrass Road and Havies Road stops. The street is not built out: 5292 Nestman Road, postal code V7Z 0G6, was listed as land under MLS number R3160816, so serviced vacant lots were still changing hands here in 2026. Which neighbourhood the street belongs to depends on who describes it. A panorama publisher places the building work here on Nestman Road in Selma Park, while listings on the adjoining Havies Road are marketed as Davis Bay. No published source draws the line, and it does not need drawing: the roads, drainage and sewer are District of Sechelt, the water is the regional district's, and the fire department is the same either way.

Every load for 99 houses comes up this street

When the 99-lot strata subdivision off Laurel Avenue was permitted, Nestman Road rather than Havies Road was designated as its main access, because Havies Road was judged too narrow. Access onto the highway was still unresolved when the development permit was granted on 3 August, and the project broke ground in August 2022. Since then the traffic for 99 single-family houses, on lots of 500 to 900 square metres, has run past the existing properties here. Concrete trucks, excavators, flat decks and trades vans use a residential road built for the handful of houses already standing on it. Verges, driveway aprons, culvert ends and fence lines take that whether or not the owner is present.

The edge of the sewer system

Before the local service area was created for the subdivision, this area had no sanitary sewer at all. The bylaw brought the Havies and Nestman Roads area inside the District's sewer service area, with design, construction and commissioning paid for by the developer. New lots pay $3,000 to $5,000 for a service connection. About 80 existing houses on the highway frontage from Nestman Road down to Selma Park Road were given the option, not the obligation, to connect, at a cost of $5,000 to $25,000 each, with an estimated annual sewer tax of about $920 a lot. The added flow is about one per cent of what the Sechelt Water Resource Centre treats; that plant, at 5678 Surf Circle, is designed for 4,000 cubic metres a day and averages 2,200. The hillside above the service area boundary stays on septic. In an empty house the difference decides which failure to look for: soft, saturated ground above a tank, or a blocked connection and a backed-up line.

Water, snow and one fire hall

Potable water is not a District service here. It comes from the regional district's Chapman Creek system, the supply that serves roughly 27,000 people, and these neighbourhoods were in Phase 3 of the universal water meter programme. The 2022 state of local emergency, and the Stage 4 restrictions that went with it, covered this street. Snow clearing is District work on a three-tier schedule, and a local road like this one is in the last tier. Fire protection comes from one hall at 5525 Trail Avenue, carrying a single 1,600-gallon water tender for the whole district, six career firefighters on two shifts of three since January 2025, and paid-on-call groups in rotation. Across the District of Sechelt the median age is 57.6, 36.6 per cent of residents are 65 or over, and 610 of 5,738 private dwellings had nobody living in them on census day.

Highway work one junction away

Between 20 August and 30 September 2024, Highway 101 at Selma Park was widened to build a left turn bay serving new development up Selma Park Road, one junction from here. Capilano Highway Services held the contract, with Hazelwood Construction Services Inc. as permit holder, and the contractor's operations manager stated that no viable detour existed at that location. Congestion on the first day was heavy enough that commuters missed ferries. On the only through route, work of that kind can delay a scheduled visit by an hour for reasons that have nothing to do with the property.

What a check on Nestman Road covers

  • The septic field and its tank lid, or the sewer connection and inspection chamber, whichever is fitted
  • The driveway culvert and its ends, which is what heavy construction traffic crushes first
  • Verges, fence lines, gates and the driveway apron for damage from trucks
  • The heat running at its set point, or the main shut and the plumbing emptied
  • Crawlspace or basement for standing water and staining after a run of rain
  • Doors, windows, sheds and outbuildings, with the locks tried
  • On an unfinished or newly completed house: openings, appliances, fixtures and materials left inside
  • A vacant lot alongside: dumping, stored equipment and blocked drainage
  • Post, couriered parcels and notices wedged at the door
  • Every item above photographed and dated, with the record filed that day

Household policies generally make cover on an empty dwelling conditional on regular attendance by a competent person once the heating season starts, in many wordings at gaps no longer than four days, unless the water has been turned off and the pipes drained. No two insurers word it identically. Read your own policy and set the schedule to what it says.
